Fox has obtained an unclassified House GOP report which blasts two presidential administrations for their policies regarding detainees held at Guantanamo Bay .

The report claims both the Bush and Obama adminstrations have adhered to “domestic political pressures” to allow the transfer of some detainees. In turn, those transfers have amped up the national security risk to the United States.

The report indicates that nearly 14 percent of detainees who have been transferred returned to the battlefield. Another 12 percent were suspected of doing so.
