Keep in mind that this is just a [House Oversight Committee] committee vote. Holder is not held in contempt unless the entire House votes to do so. Remember that Boehner likes to do things by the book.
Remember last week that Rep. Louie Gohmert (R-TX) indicated (on cam) that he thought the GOP needed “new leadership” if they didn’t forge ahead with contempt for Holder.
The GOP leadership has been reluctant to forge ahead with contempt because of concerns that it gets the R’s off message. There are also concerns about how it looks for them to hold an African American Attorney General in contempt.
There are however questions as to whether they have the votes on the floor for this. But they must believe they have votes in committee to schedule such a vote.
In addition, this is not unprecedented. Rememeber how the Democractically-controlled House held White House Chief of Staff Josh Bolten and White House Counsel Harriet Miers in contempt several years ago for declining to testify about the politicization of US Attorneys. That resolution ultimately went to Court. They later brokered a deal for them to testify to Congress.
