Note that if the chair doesn’t think that the ayes prevail…it is up to his or her discretion to announce the outcome of the vote…EVEN if it flies in the face of the “pre-determined outcome.”
That said, anyone in the hall could have demanded an actual roll call vote. This is where the delegates are actually called upon to cast a vote, yes or no.
It was interesting that as I was with Strickland and they didn’t know the outcome…that a computer tech sprinted up to the laptop arranged at the dais of each state convention. He asked Strickland “Are you going to vote?” and immediately began setting up the laptop in case a roll call vote was demanded.
