President Obama is not the only one — he learned from the others?


Over the years, I have not paid much attention to the law requiring the President to submit his budget by a particular date.  I am focusing on it this year since our government’s finances are such a mess and that mess necessarily thrusts the budget into the spotlight.  

In looking at President Obama’s record, I thought it only fair to see what prior Presidents did — did they meet the deadline or not?  I asked to have research done to see if other Presidents blew off the budget submission deadline.

It turns out that President Obama has lots of company.  What I can’t figure out is why have a law if they are all just going to ignore it?
