See notes below from FBN Rich Edson:
PER FOX BUSINESS CORRESPONDENT RICH EDSON
In an exclusive interview with FBN, Senate Minority Leader Mitch McConnell says entitlements must be a part of any deal to raise the debt ceiling, and that only additional cuts from discretionary spending are insufficient for Republicans to agree to another increase.
17:11:19 Edson: … to raise the debt ceiling enough, at least to get through the first half of the second part of his term, you have to touch entitlements, no? This can’t simply be done with discretionary?
17:11:34 McConnell: It’s just that we’re not going to agree to raise the debt ceiling without doing something about entitlements. I mean, he–this is what brings him to the table. It would be better if he were leading this discussion. Deficit and debt are the transcendent issue of our time, but oddly enough the President is not leading us to fix the problem. He is, in effect, being drawn, kicking and screaming to the table, when there’s some event that pulls him in. And the event that pulls him into discussion this summer is his request for us to raise the debt ceiling, so we’ll be back at it again, trying to get him to join us to fix the entitlements and fix the country.
