Urgent: User’s Manual for Capitol Hill on Saturday

The House meets momentarily. The Senate at noon. House floor LIVE on REM 266.
The House has two bills to debate.
The first is a piece of legislation deeming military chaplains neither as essential nor non-essential…but deeming their work during the shutdown as protected under the First Amendment.
Then the House moves to a bill crafted by Reps. Jim Moran (D-VA) and Frank Wolf (R-VA) from the suburban Washington, DC area. Their bill would ensure that all federal employees are paid retroactively once the shutdown ends.
The House will vote on both of those measures…in reverse order…pay and then chaplains …around 10:30-10:45 am et.
The chaplains bill is a “suspension” bill…which needs a two-thirds vote to pass. The pay bill needs a simple majority.
We have two pressers pending this morning on the House side.
House Republican leaders…but not House Speaker John Boehner (R-OH)….will speak at 11 am et.
House Minority Leader Nancy Pelosi (D-CA) and other Democratic leaders will hold a presser at 11:30 am et.
The Senate will meet at noon et. They don’t have a clear legislative agenda. But it is anticipated the Senate will approve the retroacative pay bill for federal workers…by unanimous consent.
