The biggest question with this according to several people I’ve spoken with is how much “ping pong” the House wants to get into with the Senate at such a late hour.
From one perspective…taking the original House message…which lies in the House..and amending this…could take the easiest and quickest route of getting something to the Senate. This bill has reached a point in the Senate making it unfilibusterable.
And taking the old CR and amending…helps on two fronts: gets buy-in from House GOPers and shaves time.
But…if the Senate strips those provisions out and sends it back (the quickest round of Ping-Pong took 57 minutes on the evening of September 30), what will the House do when it’s sent back? Eat it? Or will the House ping it back to the Senate, burning up valuable time?
