from FNC Mike Emanuel:
Several sources are noting the Senate GOP meeting being postponed until their policy lunch later today is most likely because there is NO deal yet. These sources note given the very tight timeline, it is quite possible the Reid/McConnell framework may not be able to be passed before Thursday – meaning it is POSSIBLE the Senate could be left with the House deal to take it or leave it. That’s assuming the House can pass this plan.
I’m also hearing from sources that the latest on the Senate negotiation is the delay of the reinsurance provision of the President’s Health care law is now dead. That was being hailed as a possible win for the Labor unions by delaying the reinsurance fee for a year. Unions argue the fee will raise their health care costs while providing them no benefit. So expect that the Unions will be unhappy if this goes forward.
